Gosho 聖愚問答抄 Question and Answers between a Sage and a Foolish Man

(そもそも)仏法を弘通(ぐつう)群生(ぐんしょう)利益(りやく)せんには()ず教・機・時・国・教法流布(るふ)の前後を(わきま)ふべきものなり、

“Now, in widely propagating the Buddhist teachings and bringing salvation to all people, one must first take into consideration the teaching, the capacity of the people, the time, the country, and the sequence of propagation.

To begin with, in order to bestow benefit upon all people through the propagation of Buddhism, one first must have a thorough understanding of the teaching, capacity, time, country, and sequence of propagation.

所以(ゆえん)は時に正像(しょうぞう)(まつ)あり法に大小乗あり修行に(しょう)(しゃく)あり

The reason is as follows. In terms of the time, there are the periods of the Former, the Middle, and the Latter Days of the Law, and in terms of the teachings, there are the Hinayana and the Mahayana doctrines. In terms of the practices to be adopted, there are shōju and shakubuku.

As for the periods [of propagation], there are the Former, Middle, and Latter Days of the Law. As for the Law, there are both Mahayana and Hinayana teachings. As for the practices, there are shōju and shakubuku.

摂受(しょうじゅ)の時・折伏(しゃくぶく)を行ずるも非なり折伏の時・摂受を行ずるも(とが)なり、

It is a mistake to practice shakubuku at a time when shōju is called for, and equally erroneous to practice shōju when shakubuku is appropriate.

If one carries out shakubuku during the period when shōju should be practiced, this will be inappropriate. On the other hand, if one performs the practice of shōju during the era when shakubuku must be used, this will be an offense.

(しか)るに今世は摂受の時か折伏の時か()づ是を知るべし

The first thing to be determined, therefore, is whether the present period is the time for shōju or the time for shakubuku.

Thus, it is of foremost importance to know first whether the present time is for shōju and shakubuku.
