如来布教の元旨(かんし)(もと)より()(じょう)の為なり

The reason is that, from the very beginning, the fundamental purpose of the Thus Come One’s preaching was to open the way to enlightenment for the people of the two vehicles.

Originally, the purpose of Shakyamuni Buddha’s propagation was for the people of the two vehicles.

一代の()()・三周の(ぜん)(ぎょう)(しかしなが)ら二乗を(しょう)()とし給へり、

And the methods of instruction used throughout his teaching life, as well as the skillful means exhibited in his three cycles of preaching, were chiefly employed for them.

The sequence of his teachings and the three distinct skilled explanations were focused on them.

されば華厳(けごん)(きょう)には地獄の衆生は仏になるとも二乗は仏になるべからずと嫌い、

In the Flower Garland Sutra, beings dwelling in hell are deemed able to become Buddhas, but voice-hearers and cause-awakened ones are condemned as incapable of doing so.

According to the sequence, Shakyamuni in the Flower Garland Sutra excluded the people of the two vehicles from the attainment of enlightenment, starting that even people in hell could attain Buddhahood, but the people of the two vehicles could not.

(ほう)(どう)には高峯(こうほう)(はちす)の生ざるように二乗は仏の(たね)()りたりと云はれ、

In the Correct and Equal sutras, it is stated that, just as lotus flowers cannot growon the peak of a high mountain, so the people of the two vehicles have scorched the seeds of Buddhahood [and hence can never attain it ].

In the sutras of the Expansion period, Shakyamuni states that just as lotus flowers do not grow in high mountains, the people of the two vehicles parch their seeds of Buddhahood.

般若(はんにゃ)には五逆罪の者は仏になるべし二乗は(かな)うべからずと捨てらる、

And in the Wisdom sutras, we read that persons who have committed the five cardinal sins can attain Buddhahood, but that those of the two vehicles are rejected asunable to do so.

In the Great Sutra on the Perfection of Wisdom, Shakyamuni abandoned the people of the two vehicles by starting that those who have committed the five cardinal sins could attain Buddhahood, but the people of the two vehicles could not.
